 The building is located in al-Rashid Street and the rear wing rises above the Tigris River. The object is registered under number 214/4 as-Sink and was the site of the former ruler of Baghdad, Ahmed Djemal Pasha, so-called "Killer", who ruled Baghdad until 1912.

The palace is significant as its architecture reflects historical and political changes of Iraq in the twentieth century: Turkish rule, British rule and the period of national revival. The northern part is constructed in a mixed Ottoman-Iraqi style with Ottoman style domes. The southern part is constructed in the Baghdad style. Gema Art prepared a preliminary historic research of the house and architectural study for rehabilitation of the palace into the Czech Commercial and Cultural Centre. The project was temporarily interrupted due to security reasons.
